Job Summary/Description

Under the supervision of the Director of Community Development Initiatives, the VISTA Project Manager is responsible for all aspects of the Concho Valley VISTA Placement Project. The Manager recruits VISTAs, serves as their intermediary supervisor, recruits appropriate community-based organizations to serve as VISTA placement sites, negotiates placement agreements with site supervisors, monitors and evaluates performance of VISTAs at all placement sites, completes all reporting to the CNCS State Program Office, ensures compliance with all CNCS VISTA State Program requirements, and promotes awareness of the VISTA Placement Project in the communities of the Concho Valley.

This position is supported by a grant to the University. Continuation of the position into the future depends upon the status of funding.

Typical Duties/Job Duties

1. Responsible for the recruiting, interviewing, and selecting VISTA candidates.
2. Provides professional development mentoring and training opportunities for VISTAs.
3. Supports the community service activities of VISTAs.
4. Manages arrangements for approved travel by VISTAs while in service.
5. Recruits community-based organizations to serve as VISTA placement sites and negotiates VISTA placement agreements with site supervisors.
6. Provides intermediary supervision, mentoring, coaching, and support to VISTAs and their site supervisors.
7. Regularly communicates and coordinates with VISTA site supervisors and provides necessary administrative support to complete goals and objectives of placement agreement.
8. Works to identify non-compliance issues and develops recommendations on steps to resolve non-compliance ranging from corrective action plans to termination of site placements; develops and monitors corrective action plans for sites. Keeps Director informed of all significant developments, and immediately alerts Director of any possible signs of fraud or mismanagement of resources.
9. Completes and maintains project files in accordance with instructions and procedures.
10. Submits required reports to the CNCS State Office.
11. Ensures compliance with all CNCS State Office Program requirements.
12. Coordinates and conducts meetings with community leaders and funders concerning the VISTA Placement Project in the Concho Valley.
13. Promotes awareness of the VISTA Placement Project in the communities of the Concho Valley.
14. Collects data and stories on the VISTA program to inform and highlight the program to funders and constituents via required federal reporting, media releases, and other online communication outlets.
15. Provides site supervision, mentoring, and coaching to a leader of VISTAs.
16. Manages VISTA operational grant from the Corporation for National & Community Service including assisting the Director of National Service Programs and/or COO in developing program budgets and budget amendments. Coordinates with accounting staff to process payments, reimbursements, and submit financial reports

Knowledge, Skills and Abilities

1. Highly skilled in oral and written communication.
2. Very strong interpersonal and public relations skills to interact with a diverse population.
3. High level of cultural literacy and awareness enabling the Manager to work effectively with diverse racial, ethnic, and cultural individuals and populations. Regularly communicates commitment to diversity and cultural awareness.
4. Perform work requiring high degree of accuracy and attention to detail.
5. Ability to work with minimum supervision.
6. Ability to organize and complete tasks in an effective and timely manner.
7. Computer skills, including database, word processing, spreadsheet, and Web development. Thorough knowledge of Microsoft Office products.
8. Performs other duties as assigned.
9. Ability to delegate and collaborate with a VISTA Leader to complete tasks.
10. Ability to exercise sound judgment in making critical decisions; to analyze complex information and effectively communicate it to others.

Minimum Qualifications

Basic Qualifications:
1. Bachelor’s degree required; 2 to 5 years of relevant work experience.
2. Willing to travel in Texas, and occasionally to other states, for grantee monitoring visits and special events (approximately 10% time).

Preferred Qualifications

Preferred Qualifications:
1. Advanced degree (masters) preferred; 3 to 5 years of relevant work experience.
2. Experience working with nonprofit organizations, including faith-based and other grassroots community organizations, and/or other social service sector organizations.
